Observed commercially packaged frozen fish on counter and in reach in cooler starting thawing. Explained proper thawing procedure for fish to Operator. Operator removed all fish from packaging. Provided Operator with DBPR memo regarding Thawing Vacuum Packed Fish via email. **Corrective Action Taken**
