Inspector notes: Observed a container of creamed spinach/117°F in the glass door hot holding cabinet near the grill. After discussion with the person in charge it was determined the creamed spinach was moved from the stovetop and placed in the glass door hot holding cabinet 45 minutes ago. After discussion with the person in charge, it has been determined that the root cause of the violation was training staff (a policy issue, verification breakdown), which resulted in the violation. According to the PIC the creamed spinach was placed in the holding cabinet prior to it reaching sufficient temperature for hot holding
