Inspector notes: The PIC set frozen lasagna and hamburger meat out to thaw on a prep counter. The PIC stated she was going to leave the items out on the counter to completely thaw. The items were still frozen and I discussed with the PIC approved thawing methods. COS by the PIC placing the items to thaw in refrigeration.
